Bureaucrats with a conscience

Two bureaucrats are discussing Cabinet minutes in Yes Prime Minister

Bernard: So you want me to falsify the minutes?
Humphrey: I want nothing of the sort! It’s up to you Bernard; what do you want?
Bernard: I want to have a clear conscience.
Humphrey: A clear conscience?
Bernard: Yes. Humphrey: When did you acquire this taste for luxuries?

Senior IAS officer Dipali Rastogi has surprised many by publicly coming out against civil servants who let their spine rot and said only what their masters wanted to hear for the sake of “salary, perks, club membership, car, driver, domestic help, spruced-up homes, dinner parties, discounted vacations, foreign trips and the silly, mean-minded ‘power’ to dole out small favours to friends and relatives.” Continue reading “Bureaucrats with a conscience”

Is extension to MP Chief Secretary a poll exercise?

DB Post 30 June 2018

The opposition Congress party has objected to the extension in service given to Madhya Pradesh Chief Secretary BP Singh. MPCC chief Kamal Nath complained to Election Commission this week that the BJP government was trying to “influence the process of free and fair elections” by extending Singh’s tenure by six months.

Singh was supposed to retire on June 30, but last week the government decided to delay his superannuation till the end of the year.

Cowsheds in University

Madhya Pradesh is blazing new trails in academic innovations. The latest is the plan to open a cowshed in journalism university. It is a novel concept, the idea of one of the most fertile brains of our times. It’s protagonist, Brij Kishore Kuthiala certainly deserves a Bharat Ratna for that. It perfectly synchronises with his world view of an ideal education system – the Gurukul of Krishna where pupils take cows to graze in surrounding forests, milk the animals, collect firewood, beg for food in villages and then settle down to their studies.

Shivraj Singh Ko Gussa Kyon Aata Hai

DB Post 30 July 2017

Madhya Pradesh Chief Minister Shivraj Singh Chouhan is, normally, polite to the core. Social grace, or small talk, may not be his strong point. But friends and foe agree, alike, that he is courteous. “I try not to hurt even a worm, I sidestep it,” he said in the just-concluded monsoon session of MP assembly recently.

Hence, affable Shivraj took everyone by surprise recently when he publicly threatened to “hang upside down” District Collectors if they failed to clear pending land dispute cases.

Warning officers of strict action on pending patta (land ownership right) and demarcation cases, he said: “If they don’t resolve the issue within a month, I would make sure that they are removed. “Collectori karne ke layak nahi chhodunga”, was the colourful phrase used in colloquial Hindi. CM Secretariat

As chief minister, Digvijay Singh did not keep a single department with him while distributing portfolios among his ministerial colleagues. “I am a chief minister without a portfolio,” he would proclaim proudly, claiming that his role was limited to “supervision and co-ordination”. He flaunted the “ultimate” sacrifice of power for the sake of decentralisation.
